lettera per ricominciare Cari e care compagni/e, questo blog, come ricorderete, era nato per farvi trovare le tracce del percorso che la nostra proposta di organizzazione nazionale stava realizzando. Un cammino, iniziato con l'appello dell'incontro di Firenze e conseguente report... che doveva concludersi con il congresso svoltosi a Roma di aprile 2010. Ma non è andata così
Dopo il nostro congresso le cose sono cambiate e cambiano continuamente, le notizie con le quali chiudiamo quest'anno riguardo l'organizzazione che doveva nascere con il contributo di tutti non sono buone.

REPORT NATIONAL MEETING OF IMMIGRANTS AND IMMIGRANT IN FLORENCE
On 15 February they met in Florence, immigrants and immigrant-owned and not some of the organizations in some cities of Italy. Gli intervenuti, presso atto della grave crisi economica e sociale che colpisce l'intera collettività, a cominciare dai lavoratori, concordano nel affermare che questa crisi, di fatto, i lavoratori e le lavoratrici la stanno già pagando con i licenziamenti e la cassa integrazioni subiti in nome dell'abbassamento della produttività e/o della pseudo carenza di commesse delle aziende. I lavoratori immigrati e immigrate questa crisi la pagano in modo particolare, oltre a licenziamenti e cassa integrazione la loro scelta di costruire un presente e un futuro in questo paese è a rischio: rischiano di perdere il permesso di soggiorno perché, come non tutti sanno, è stato legato indissolubilmente al contratto di lavoro; rischiano come i lavoratori italiani di andare ad ingrossare l'emergenza abitativa per la perdita dell'alloggio, non potendo più pagare affitti e mutui: e possono finire nei centri di detenzione e identificazione, una volta costretti alla clandestinità, con susseguente pericolo di subire le espulsioni.
È stata ribadita la necessità di continuare, e rilanciare il processo di protagonismo, auto-organizzazione e auto-rappresentanza dei cittadini immigrati attraverso azioni, iniziative e battaglie da concordare e da mettere in atto in tempi brevi.
Alcune di queste sono: la ripresa della battaglia per la cittadinanza, da quella per il diritto dei bambini, figli di immigrati/e, nati in Italia ad essere riconosciuti italiani dalla nascita, a quella di residenza denunciando i tempi lunghi e l'uso improprio della discrezionalità della concessione a cui vanno incontro le domande di cittadinanza presentate dai cittadini immigrati/e. L'individuazione di modalità per porre all'attenzione della società i problemi derivanti dalla clandestinizzazione e dalla regolarizzazione negata che attentano direttamente ai diritti fondamentali di ogni cittadino, garantiti dalla Costituzione italiana all'art 2, come sta accadendo con l'introduzione tramite decreto della negazione del diritto alla salute ai cittadini immigrati privi di permesso di soggiorno.

1. Reading of a draft policy document.
After an extensive discussion and exchange of ideas and points of view, the delegates have decided that we must revise the document according to the proposals made during the meeting. The task of revision was given to Karim, Roberto, Mario, and Abou daqui by Thursday, April 25. This text will serve come base di discussione a livello locale.

2. Lettura della bozza di regolamento del Congresso Proposto da Edgard (roma)
Anche su questo punto, si è aperta la discussione, scambi di idee e approfondimento: due linee distinte si sono confrontate nella discussione. Una linea che propone un modello organizzativo "forte" di stampo centralizzato ritenendolo più efficiente; una altra che da più importanza un modello innovativo, proponendo una organizzazione "forte" a carattere orizzontale e plurale.
Tutte due le posizioni hanno lo scopo di garantire una maggior condivisone e partecipazione.
Edgard, Tahar e Mass sono incaricate di rivedere la bozza di statuto per cercare di venire incontro alle due esigenze. Il testo provvisorio viene messo in rete entro sabato 3 aprile 2010.
Finanziamento: Il Congresso sarà autofinanziato in larga parte. Le città coinvolte devono contribuire ognuna secondo le proprie capacità e secondo il numero di delegati inviati a Roma.
Ogni comitato locale deve cercare vie di autofinanziamento. Un testo comune per chiamare le persone a contribuire al sostegno da mettere sui siti internet dei vari comitati sarà proposto da Roberto (Roma).
Il numero di delegati per regione sarà di 10 (massimo)
Le città coinvolte per ora nel percorso sono: Roma, Napoli, Firenze, Torino, Verona, Lucca, Rovigo, Perugia.

FIRST MEETING CITIZENS AND IMMIGRANT WORKERS
ROMA , 24 and 25 April 2010
PRESENTATION The following text is a draft written by the twelve representatives (AFTER reworking the last meeting on March 20, 2010) of six Italian regions chosen in the National Assembly of immigrants and immigrants of 5 April in Rome which are the Comitato Organizzativo verso il Primo Congresso degli Immigrati e Immigrate in Italia. Where we come from:

What we want: We want to encourage

Of Rights and responsibilities.
Our existence in Italy is now a significant presence, we are about 6.5% of residents from the economic point of view we are a strong contribution: we supply 10% of gross domestic product, that we create through our work a tenth of the wealth produced in Italy. This fact is well established and irreversible. A substantial part of the Italian population has difficulty accepting this reality because it ignores it.

Without full equality in terms of rights and opportunities for all citizens residing in Italy it is impossible to pursue and implement a civic and democratic life that ensures healthy integration paths. The responsibility to change this unfair situation is primarily in the hands of Italian society, its institutions and its political and cultural organizations.
On the other hand, we immigrants and immigrants, no matter how difficult and sometimes frustrating work and live in a country where many take the opportunity to let us know that we are considered unwelcome guests, we must shoulder our share of responsibility by organizing and dotandoci effective instruments to contribute actively to the struggles and policy debates in this country.

PRINCIPI
I promotori del primo congresso degli Immigrati e delle Immigrate in Italia, propongono alcuni principi finalizzati a consolidare l’unione e ad essere i supporti della nostra organizzazione.
l’unità:
la nostra rete promuove l’unità con tutti coloro - siano essi cittadini immigrati o autoctoni - che pursue, in whole or in part, similar to our own purposes.

Con solidarietà intendiamo essere cittadini di questo mondo e considerare ciò che riguarda la città, la regione, il paese, il continente e il mondo in cui viviamo un affare nostro.
il protagonismo migrante e l’autorappresentanza:
vogliamo lavorare all’affermazione di una voce indipendente delle immigrate e degli immigrati. E questo protagonismo lo intendiamo anche come rappresentanza diretta: vogliamo essere i rappresentanti di noi stessi e non accettiamo che altri parlino in nostro nome pretendendo di conoscere meglio di noi i problemi che viviamo, i motivi del nostro percorso migratorio e le nostre aspirazioni.
Così come non vogliamo che altri parlino a nome dell'immigrato non vogliamo creare una specie di “leadership” permanente delle popolazione immigrata. La voglia di autorappresentanza e di protagonismo ci deve portare anche a pensare le nostre forme organizzative in modo da mantenere alta la partecipazione diretta della base e a ridurre le forme di personificazione del movimento in una “élite”.
l’antirazzismo:
ci opponiamo a ogni forma di discriminazione, inferiorizzazione, stigmatizzazione o segregazione di qualsiasi persona o gruppo umano sulla base del colore della pelle, del genere, dell’orientamento sessuale, della condizione sociale, delle status giuridico o della provenienza geografica, dell’appartenenza culturale o religiosa. Consapevoli di quanto il razzismo - in tutte le sue forme - sia uno strumento per perpetuare rapporti oppressivi e di sfruttamento, ci impegniamo a combatterlo, sia nella società italiana ma anche all’interno the immigrant population and in our communities.

Etica nei rapporti sociali ed economici:
siamo convinti che, in ultima analisi, molti dei problemi che vivono gli immigrati, ma anche quelli che affliggono l’insieme dell’umanità derivino dall’imperversare dell’egoismo e dallo strapotere del denaro. Su queste basi, oltre che su un insopportabile autoritarismo, si sono fondati i sistemi economici che hanno finora dominato il mondo. Chi è stato costretto a emigrare ha sofferto sulla propria pelle i risultati di questi rapporti economici ingiusti, irrazionali e immorali.
Ma, purtroppo, questo modo di vivere, basato sul tornaconto di minoranze di privilegiati a spese dell’enorme maggioranza della popolazione povera, si è imposto come “l’unico possibile” e ha rovinato anche le relazioni tra la povera gente… nel nostro caso, tra gli stessi immigrati. Si è esteso dalla macroeconomia ai rapporti interpersonali quotidiani.
C’è un denominatore comune tra ciò che fanno le multinazionali, disposte a tutto pur di assicurarsi il controllo esclusivo di beni comuni, come l’acqua, e delle risorse naturali, e… il comportamento di chi accetta di fare il “caporale” o di chi, profittando della propria condizione economica e della disperazione altrui, affitta un “posto letto” a prezzi da rapina.
Tra i primi e i secondi esempi c’è solo una differenza di dimensioni: sono entrambe maniere di approfittare delle sofferenze e del lavoro degli altri. Le rifiutiamo e le combattiamo entrambe con la stessa energia.

We want to provide us with all gli strumenti utili che ci offrono sia la tradizione di chi attraverso la storia dell'umanità ha lottato per i propri diritti, sia la modernità con il suo carico di tecniche, tecnologie per la comunicazione, l'informazione, la mobilitazione. Facciamo nostre tutte queste esperienze e tutti questi mezzi. Altri strumenti importanti sono: l'assemblea dove si decide democraticamente, l’autorganizzazione, le manifestazioni, le varie forme di proteste e momenti di visibilità: petizioni popolari, le vertenze legali contro la discriminazione; i scioperi, le campagne d'informazione e di sensibilizzazione, la formazione interna ed esterna, la costruzione di reti di lotta insieme ad altre realtà che sul territorio seguono obiettivi simili and fight against injustice and discrimination.
Operation

Sulla base di questi principi, viene specificato nello statuto le modalità, distribuzioni delle responsabilità e durata dei mandati.
